Winnie Monsod, pabor sa rehabilitasyon ng Bataan nuclear power plant: “It makes sense”

Pabor ang ekonomista na si Winnie Monsod sa ilang plano na i-rehabilitate ang Bataan Nuclear Power Plant (BNPP) na itinayo noong administrasyong Marcos.

Sa kanyang column sa Inquirer.net sinabi ni Monsod na mas makakamura ang gobyerno kung aayusin na lamang nila ang BNPP kaysa sa magtayo ang bansa ng sariling nuclear power plant.

Ayon kay Monsod ay emosyon ang umiral noong ipasara ang nasabing power plant noong 1986 dahil sa mainit ang dugo ng publiko sa mga Marcos.

Ngunit ngayon dawd na ilang dekada na itong nakasara ay suportado na ng mga tao ang pagbubukas muli nito.

Naniniwala naman si Monsod na maaring matulad ang BNPP sa sitwason ng isang nuclear power plant sa Amerika na matatapos na sana noong 1985 ngunit biglang natigil ang proyekto.

Ngunit noong 2016 daw ay muling binuksan ang nasabing power plant at ngayon ay napapakinabangan na ng mga taga Tennesee.

“So it makes sense to rehabilitate BNPP. The cost to rehabilitate the plant is only a fraction of the amount to build a new one. You may not know it, Reader, but the cost of nuclear electricity is lower than the cost of coal-generated or oil-generated electricity.” ani Monsod.

“Plus, the carbon emissions of nuclear electricity are lower even than solar-generated electricity. And the British medical journal The Lancet finds that nuclear power is the safest way to make reliable electricity.” dagdag niya pa.

“What are we waiting for?” sabi pa ni Monsod bago niya tapusin ang kanyang column.

Matatandaan na noong 2019 ay sinabi ng Korean firm na maari pang masagip ang BNPP sa halagang $1-B.

Nag alok din mismo ang South Korean government na gusto nilang ayusin ang nasabing power plant.

Kaya daw nilang ibalik ang diwa ng nasabing power plant sa loob ng apat hanggang limang taon.

“There is active proposal from the South Korean government to rehabilitate and they said , can we rehabilitate it with the budget of between 1 to 1.2 billion dollars. This is the cost of one coal plant for the same output and they can do it even five years,” ani DOST-PNRI Director Dr. Carlo Arcilla.

“But, before you do that there will be many things, first example, you might create amendments in the EPIRA law because the EPIRA law prohibits the government from owning power generating units. How will that interact with the current EPIRA Law, that has to be studied. There will be legal things,” dagdag niya pa.
